President Joseph E. Estrada, in his US trip from July 24 to 31, 2000, made a strong pitch for investments in the Philippines, focusing on the priority sectors of information technology and e-commerce to other equally important industries like power, communications, retail trade and manufacturing.
Apart from selling the country to foreign direct locators, the President took advantage of a large audience of foreign investors and fund managers to draw their attention to recent developments that have opened windows of opportunity in the local debt and stock market. President Estrada renewed interests from American firms in Philippine state-owned companies that are being lined up for privatization.

Building the Philippine IT Industry: The US Philippine Cooperative Ventures
In the tradition of their long history of cooperation, the Philippines and the United States, through the US Agency for International Development, work in partnership to improve the information and communications technology in the country. This collaboration contributes tremendously to the Philippine government’s efforts to introduce reforms in telecommunications and the knowledge economy.
One such cooperative effort is the technical grant provided by the agency in 1998 to conduct the first comprehensive study on e-commerce policy issues in the Philippines. This document is instrumental in the creation and passage of the E-Commerce Act 2000 of the Philippines.
